Captain Ragadio is a native of the San Francisco Bay Area. He enlisted in the US Navy in 1997 and was commissioned in 2002 through the Navy ROTC program at the University of California, Los Angeles (UCLA) with a Bachelor of Science degree in Cognitive Science. He holds an Executive Master of Business Administration degree from the Naval Postgraduate School and a Joint Professional Military Education Level I diploma from the US Naval War College. He was designated an unrestricted Naval Aviator in January 2004.

He began his fleet operational tours as Avionics/Armament Division Officer, Det. Operations Officer, Det. Maintenance Officer, and Quality Assurance Officer with the “Battlecats” of Helicopter Anti-Submarine Squadron Light (HSL) 43, where he deployed to U.S. 5th Fleet and U.S. 7th Fleet areas of responsibility aboard USS Reuben James (FFG 57) and USS Jarrett (FFG 33). He served as Assistant Navigator on USS Theodore Roosevelt (CVN 71) and qualified as Command Duty Officer, Underway; and Officer of the Deck, Underway. During that tour, he took the ship out of Refueling and Complex Overhaul (RCOH); was assigned to USS George H. W. Bush (CVN 77) on her maiden deployment in support of Operations Enduring Freedom and New Dawn; and was presented the 2012 Theodore Roosevelt Shiphandler of the Year award. During his department head tour at the “Blue Hawks” of Helicopter Maritime Strike Squadron (HSM) 78, he served as Det. Officer in Charge, Training Department Head, Operations Officer, and Maintenance Officer, deploying to the Western Pacific aboard USS Cape St. George (CG 71) and completing training cycles with Carrier Air Wing (CVW) 2 aboard USS Ronald Reagan (CVN 76) and USS Carl Vinson (CVN 70). He returned to the “Blue Hawks” as the Executive Officer in 2019 and assumed command on September 3, 2020 where he led the squadron through the work-up cycle and deployment aboard USS Carl Vinson supporting US Indo-Pacific Command with CVW-2 and the inaugural deployment of Air Wing of the Future, culminating in the squadron winning the Battle “E” Award for 2021. He served as the Assistant Chief of Staff for Operations (N3) on the staff of Carrier Strike Group ONE during their 2023-2024 Western Pacific deployment.

Ashore, he served as an Instructor Pilot with the “Seahawks” of HSM-41, the Navy’s west coast MH-60R Fleet Replacement Squadron (FRS) and Model Manager. He completed his tour as the MH-60R Naval Air Training and Operating Procedures Standardization (NATOPS) Program Manager, where he managed the MH-60R NATOPS Flight Manual and evaluated all fleet HSM squadrons and aviators on procedural compliance and flight standardization as the Commander, Naval Air Force, Pacific and Atlantic Fleet NATOPS Evaluator. He also served as a budget programmer in “The Bullpen” within the Office of Chief of Naval Operations, Programming Division (OPNAV N80) staff where he managed the investment accounts for Navy and Marine Corps Aviation Programs for the Navy’s budget, the Program Objective Memorandum (POM). He served as the Director and Assistant Chief of Staff for Force Requirements (N8) for the Commander, Naval Air Forces (CNAF) and assumed duties as Chief of Staff, Naval Air Force, U.S. Pacific Fleet in February 2025.

He is a Certified Defense Financial Manager (CDFM) and holds a Financial Management subspecialty code (3111Q). His personal military awards include the Meritorious Service Medal (two), Navy and Marine Corps Commendation Medal (four), and the Navy and Marine Corps Achievement Medal (two). He has accumulated over 2,600 total flight hours, predominantly in the SH-60B and MH-60R aircraft.
