A native of Virginia Beach, VA, Commander McMillan graduated from the United States Naval Academy in 2005 with a bachelor’s degree in History. He earned his Wings of Gold in September 2007 and reported for initial F/A-18 E/F training with the “Gladiators” of Strike Fighter Squadron ONE ZERO SIX (VFA-106) at NAS Oceana, VA.

CDR McMillan’s operational assignments include Line Division Officer and Assistant Operations Officer in Strike Fighter Squadron ONE ZERO THREE (VFA-103); Landing Signal Officer (LSO) in Carrier Air Wing EIGHT (CVW-8); and Administrative, Safety, Maintenance, and Operations Officer in Strike Fighter Squadron THREE ONE (VFA-31).  He has deployed numerous times to the Mediterranean Sea, Arabian Gulf, and Indo-Pacific regions.

Ashore, CDR McMillan served as Carrier Qualification phase head and FRS Tactical Demonstration team lead at VFA-106. Additionally, he served as a desk officer, branch chief, and program manager on the Joint Staff, Joint Training Directorate (J7) in Suffolk, VA. CDR McMillan also earned an Executive Master of Business Administration degree from the Naval Postgraduate School in 2023.

CDR McMillan reported to VFA-27 as the Executive Officer in May 2023 and assumed the Commanding Officer role in July 2024.

CDR McMillan has accumulated over 4,100 flight hours, including more than 100 combat sorties and 935 carrier arrested landings.  His awards include the Defense Meritorious Service Medal; Strike/Flight Air Medal (6 awards); Navy Commendation Medal (4 awards); and various unit, service, and campaign awards.
