He graduated from California State University, Northridge with a Bachelor of Science in Business Administration. He received his commission through Officer Candidate School in December 2003 and was designated a Naval Aviator in May 2006. After completing initial E-2C training with the “Greyhawks” of VAW-120 at Naval Station Norfolk, VA, CDR Horn reported to the “Bear Aces” of VAW-124 and completed one combat deployment aboard the USS THEODORE ROOSEVELT (CVN 71) in support of Operation ENDURING FREEDOM, as well as a detachment to Guantanamo Bay, Cuba, in support of Operation UNIFIED RESPONSE. In December 2009, he was selected to transition from the E-2C to the F/A-18. CDR Horn completed jet transition training with the “Redhawks” of VT-21 in Kingsville, TX, and initial F/A-18E/F training with the “Gladiators” of VFA-106 in Virginia Beach, VA. In January 2012 he reported to the “Gunslingers” of VFA-105 in Virginia Beach, VA, and completed one combat deployment aboard the USS HARRY S. TRUMAN (CVN 75) in support of Operation ENDURING FREEDOM. CDR Horn affiliated with the Selected Navy Reserves in February 2015 and was assigned to Navy Reserve, US Fleet Forces Maritime and Air Operations Headquarters in Norfolk, VA, and served as Assistant N7 Department Head, N1 and N9 Department Head, and Carrier Strike Group subject matter expert. CDR Horn mobilized in July 2017 and completed two deployments with Naval Special Warfare Development Group. In July 2019, he reported to Navy Reserve, Carrier Strike Group FOUR Air Command and Control in Norfolk, VA, and served as Assistant N3 and N5 Department Head, and Senior Air Defense Officer. In February 2022, he transferred to Navy Reserve, Carrier Strike Group FOUR Headquarters in Norfolk, VA, where he served as N1 and N3 Department Head, Assistant Chief of Staff, and Reserve Carrier Operations Efficiency program manager. In June 2024, CDR Horn was recalled to Active Duty and reported back to VFA-106 for F/A-18 requalification, and in February 2025, subsequently reported to the “Vampires” of VX-9 in China Lake, CA, where he currently serves as the Executive Officer. CDR Horn has accumulated over 2,300 hours in Naval, Air Force, and Army Aircraft and more than 350 carrier arrested landings aboard seven different aircraft carriers. His awards include the Meritorious Service Medal (2), Strike/Flight Air Medal (5), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal (4), and various other personal, unit, and campaign awards, each a testament to the incredible teams and personnel with whom he has been privileged to serve alongside.
