He entered the Navy through the Delayed Entry Program and arrived at basic training at Recruit Training Command, Great Lakes, Illinois in September, 1999. Following basic training, he reported to and completed Aviation Machinist Mate A school in Pensacola, FL. CMDCM Howats sea duty assignments include: VQ-1 World Watchers, VQ-4 Shadows, VP-1 Screaming Eagles, and HSC-21 Blackjacks where he served as the Maintenance Master Chief. His single shore assignment was Commander, Fleet Air Forward DET AIMD Misawa Japan. He was selected for the Command Master Chief Program in 2020, and In May 2020, Master Chief Howat reported to the Vigilantes of Strike Fighter Squadron ONE FIVE ONE (VFA-151) where he currently serves as the Command Master Chief. He is a graduate of the Navys Senior Enlisted Academy (Class 200 Gray). His personal awards include Navy and Marine Corps Commendation Medal (4 awards), Navy and Marine Corps Achievement Medal (3 awards) and various unit and campaign awards.
