Commander Joel P. Martinez

03 November 2020 Commander Joel Martinez was born in Longview, Texas and graduated from The Pennsylvania State University in 2003 with a B.S. in Electrical Engineering.
 
Winged a Naval Aviator in Corpus Christi, Texas on October 14th 2005, Commander Martinez then completed P-3C flight training at Patrol Squadron THIRTY in Jacksonville, FL.  His first operational tour was with the Pelicans of Patrol Squadron FOUR FIVE in Jacksonville, Florida.  He completed deployments in support of FIFTH, SIXTH and SEVENTH Fleet.  In November 2009, after completing Weapons and Tactics Instructor course 09-02, he reported to Weapons and Tactics Unit, Patrol and Reconnaissance Wing ELEVEN serving as Assistant Training Officer.
 
In March 2012, Commander Martinez joined USS NIMITZ (CVN 68) in Bremerton, Washington as Assistant Navigator.  He participated in RIMPAC 2012 and deployed to the FIFTH, SIXTH and SEVENTH fleet areas of responsibility supporting Operation ENDURING FREEDOM and Syrian Contingency Operations.  He was recognized as Commander Naval Air Force, Pacific’s 2013 Shiphandler of the Year.
 
In April 2014, Commander Martinez reported to Maritime Patrol and Reconnaissance Weapons School in Jacksonville, Florida.  He qualified as a P-8A Patrol Plane Commander and Fleet Replacement Squadron Instructor Pilot and led the Fleet Training, and Weapons and Tactics Departments.  In 2016, he reported to the Tridents of Patrol Squadron TWO SIX.  He deployed to SEVENTH Fleet and served as Command Services Officer, Training Department Head, and Maintenance Officer.
 
In June 2018, he reported to the Office of the Assistant Secretary of the Navy Financial Management and Comptroller.  He served as a Congressional Liaison for the Navy to the House and Senate Appropriations Committees on Aircraft Procurement (APN), Weapons Procurement (WPN), Procurement of Ammunition Navy and Marine Corps (PANMC), Shipbuilding and Conversion (SCN) Aircraft Carriers, and Cyber portfolios.
 
Commander Martinez is the proud father of Spencer and Lyla.  His awards include the Strike Flight Air Medal, Navy and Marine Corps Commendation Medal (5), Navy and Marine Corps Achievement Medal (3) and various Campaign, Service and Unit awards.  Additionally, he was awarded the 2008 CPRW-11 Junior Officer Leadership Excellence Award and the 2017 Navy and Marine Corps Association Leadership Award.
