20 December 2020 CDR Shane McKinnie is a native of Arlington ,WA, and a 2001 graduate of Washington State University. He was commissioned an ensign in December of 2001 through Officer Candidate School, ​in Pensacola, FL. His education includes a Masters of Arts in National Security and Strategic Studies from the U.S. Naval War College, and a Juris Doctor from Seattle University.

CDR McKinnie was designated a Naval Flight Officer (NFO) in May 2003. After completing FRS training at Patrol Squadron THIRTY (VP-30), he reported to the Grey Knights of Patrol Squadron FORTY SIX (VP-46) based at NAS Whidbey Island, WA in February of 2004. While in VP-46, he qualified as a Mission Commander and Instructor Tactical Coordinator and served in several billets including Avionics and Armament Division Officer. He completed two deployments to the U.S. 7th Fleet Area of Responsibility and served as the embedded liaison officer to Joint Special Operations Task Force – Philippines.

Following his tour with the Grey Knights, he completed the Navy's P-3 Weapons and Tactics Instructor Course (WTI) and reported to Commander, Patrol and Reconnaissance Wing TEN's Weapons and Tactics Unit in 2007. While assigned to the Wing 10, he served as the Readiness Officer and Lead Weapons and Tactics Instructor.

In 2010, CDR McKinnie transitioned to the Navy Reserve and reported to Patrol Squadron SIX NINE (VP-69) at NAS Whidbey Island, WA. At VP-69, he deployed in the squadron's first-ever mobilization to the 7th Fleet Area of Responsibility in 2013 and served in several billets, including Operations Officer, and Maintenance Officer. His awards include the Navy Commendation Medal and the Navy Achievement Medal and various other personal and unit awards and citations.
