A native of Aurora, Illinois, Command Master Chief David Duncan enlisted in the Navy in January of 2002 and attended recruit training at Naval Station Great Lakes, Illinois. After graduation, he attended SONAR Technician “A” School and reported to the USS PHILIPPINE SEA (CG-58) in Mayport, Florida.
While assigned on PHILIPPINE SEA (CG-58), he served as the Tactical Towed Array Work Center Supervisor and Leading Petty Officer. He completed three deployments and one surge to the North Arabian Gulf in support of the Global War on Terrorism. His duties also included Anti-Terrorism Watch Officer; Vessel, Board, Search and Seizure team member; Command Maintenance, Material, and Management (3M) Coordinator Assistant; and Combat Systems Officer of the Watch.
In 2009, he executed orders to Recruit Training Command (RTC) Great Lakes, Illinois as a Recruit Division Commander. He trained and mentored eight divisions consisting of 704 recruits earning RTC’s distinguished Leadership Award and qualifying as a Master Training Specialist. Additionally, on this tour, he advanced to Chief Petty Officer.
In 2013, he was assigned to rotational crew MCM CREW PERSISTENT and deployed to Bahrain as the Command 3M Coordinator. He served onboard USS DEFENDER (MCM-2), USS CHAMPION (MCM-4), USS DEVASTATOR (MCM-6), USS ARDENT (MCM-12), and USS CHIEF (MCM-14). During this tour, he directly managed the relocation of three Minesweepers between the Second, Fifth, and Seventh Fleets and decommissioned both the USS DEFENDER (MCM-2) and MCM CREW PERSISTENT.
In 2014, he reported to the USS STOCKDALE (DDG-106) serving as the Combat Acoustics Leading Chief Petty Officer and Weapons Department Leading Chief Petty Officer. Additionally, he performed duties as a Surface Warfare Coordinator, Air Warfare Coordinator, and Anti-Submarine Evaluator. He deployed with the JOHN C. STENNIS (CVN-74) Strike Group on a seven-month Indo-Pacific deployment conducting Freedom of Navigation Operations and Pacific Presence Operations.
In October of 2016, he was assigned to Undersea Warfare Development Center DET San Diego. As the N7 Senior Enlisted Leader, he trained and assessed all Second and Third Fleet Carrier Strike Groups in integrated Anti-Submarine Warfare execution.
Master Chief Duncan was selected into the Command Senior Enlisted Leader program in 2017 and assumed his duties as Command Senior Chief of Air Test and Evaluation Squadron TWO THREE (VX-23) at NAS Patuxent River, Maryland in December 2018. Upon his advancement to Master Chief in 2020, he reported to Fleet Logistics Multi-Mission Squadron FIVE ZERO (VRM-50) at NAS North Island as their first Command Master Chief.
Master Chief Duncan holds a Bachelor’s degree in Organizational Leadership from the University of Charleston West Virginia. He is a graduate of the Command Master Chief/Chief of the Boat course (Class 19030) and the U.S. Navy Senior Enlisted Academy (Class 208, Blue). His decorations include the Navy and Marine Corps Commendation Medal (five awards); Navy and Marine Corps Achievement Medal (four awards); Iraq Campaign Medal; Global War on Terrorism Expeditionary Medal; Global War on Terrorism Service Medal; and various unit and personal awards.
