CDR Dobbs was born in Houston, Texas, and grew up in Hillsboro, Texas.  He attended the Naval Academy and was commissioned in 2003.  He received his wings from Pensacola in 2004, and was assigned to VAQ-129 to train in EA-6B Prowlers.
 
From 2005 to 2009, he was assigned to VAQ-138 and made multiple deployments in support of Operations in Iraq, Afghanistan, and Africa.
 
In 2009, he graduated from the Prowler Tactics Instructor course and became an instructor at the Electronic Attack Weapons School.  As the Training Officer, Fleet Support Team Lead and Planning Team Lead, he supported multiple CENTCOM Operations and Operation Odyssey Dawn in Libya.
 
In 2012, he was assigned to VAQ-129 and assisted in training the final Prowler FRS classes.
 
From 2013 to 2015, he was assigned to VAQ-131 as Training Officer and Operation Officer.  Additionally, he augmented VAQ-134 on the final Prowler deployment and transitioned to the EA-18G Growler.
 
From 2015 to 2017, he was assigned as a Department Head to VAQ-134 as both Operations Officer and Maintenance Officer.
 
From 2017 to 2019, he served as Safety Officer and Operations Officer at Commander, Electronic Attack Wing, U. S. Pacific Fleet (CVWP).
 
From 2019 to 2020, he was assigned to the 607th Air Operations Center (AOC) at Osan Air Base, Korea, as the Strategy Integration Team Chief and the Deputy Strategy Division Chief.
 
From 2020 to 2023, he was assigned to CVWP as the Director of Operations and the Chief Staff Officer.
 
He reported to VAQ-129 in 2023 as the Executive Officer.
 
CDR Dobbs has accumulated over 2,500 flight hours in EA-6B, EA-18G and other model aircraft and over 500 carrier arrested landings. His awards include the Meritorious Service Medal, Strike/Flight Air Medal, Joint Service Commendation Medal, Navy Commendation Medals, and Navy/Marine Corps Achievement Medals and various unit, service, and campaign awards and ribbons.
