Captain James S. Carmichael

Commanding Officer, Fleet Readiness Center West

Captain Steve Carmichael is a native Californian, initiated a Chief Petty Officer in 1996, commissioned through the LDO Program and re-designated an Aeronautical Engineering (Maintenance) Duty Officer in 1999.  He earned his Bachelor of Science Degree from Southern Illinois University, his Master’s Degree in Business Administration from Touro University New York graduating “Summa Cum Laude” in 2006, and was designated an Acquisition Professional Community member in 2012.
 
Carmichael’s operational assignments include the USS RANGER (CV-61) where he served in AIMD, advancing through Second Class Petty Officer during three West Pacific deployments as a Hydraulics Technician; Strike Fighter Squadron 94 where he was “Sailor of the Year” completing two deployments as Line Division and Flight Deck Chief onboard USS ABRAHAM LINCOLN (CVN-72) & USS KITTY HAWK (CV-63); at Strike Fighter Squadron 137 he was MMCO through Operations SOUTHERN WATCH & IRAQI FREEDOM onboard USS CONSTELLATION (CV-64).  In Jalalabad Afghanistan he was the Embedded Training Team Operations Officer commanding convoys through hostile territory in support of Operation ENDURING FREEDOM; as CAGMO in Carrier Air Wing ELEVEN he caught the Air Wing during deployment onboard the USS NIMITZ (CVN-68) and led through a condensed turnaround period, involving sustainment exercises and THIRD Fleet Operations.  Onboard the USS CARL VINSON (CVN-70) he served as AIMD Officer leading through an extended deployment, ensuring unprecedented readiness for CVW-17’s execution of 2400 missions - delivering 570,000 pounds of ordnance in support of Operation INHERENT RESOLVE.   
 
Ashore, Carmichael served in Sea Control Squadron 41 where he was track supervisor for S3 Aircraft Flight Control and Plane Captain Programs; at Navy Recruiting District Los Angeles he achieved Recruiter in Charge (RINC) of a large station in Mission Viejo; as Maintenance Officer at Strike Fighter West Pacific Maintenance Unit El Centro he supported multiple aircraft platforms. As Division Officer in AIMD (now FRCW) Lemoore he served in the Airframe, Paraloft, and Power Plant Divisions.  At NAVAIRSYSCOM PMA-265 he was DAPML for Structures and F/A-18E/F, EA-18G Site Activation. Readiness Officer at Strike Fighter Wing Pacific; and served in Fleet Replacement Squadron 122 during its initial standup with the Super Hornets, a second time as QAO and Maintenance/Material Control Officer, and finally as RAGMO after it became the Enterprise’s largest Organizational Level Maintenance Department contributing to their recognition as the coveted CSFWP “LTJG Bruce Carrier” award winners. As NAMP Programs & Policy Officer N422C at Commander Naval Air Forces Pacific he was responsible for the oversight and management of five Aviation Maintenance Management Teams; as Executive and Commanding Officer at Fleet Readiness Center Western Pacific from April 2017 to July 2019, he supported forward deployed U.S. Navy and Marine Corps Forces operating F/A-18, F-35, H-1, H-53, H-60, KC-130, and V-22 aircraft; and finally at Commander Naval Air Forces Pacific he was Director of Aviation Maintenance Policy until reporting to FRC WEST as Executive Officer in May 2020.  Captain Carmichael assumed Command of FRC West in May 2022.  
 
Captain Carmichael is designated a Professional Aviation Maintenance Officer, and has been awarded numerous unit and personal awards including five Meritorious Service Medals, and six Navy Commendation Medals
